The above is rubbish - looks like a NAS bug.
The latest vendor in the IANA list is us (Open Systems) and we are vendor 9048.
Equally, there is no attribute 0 (although Radiator considers vendor
0 as the "official" RFC attributes).
You can turn on a trace 5 to see the actual hex packet dumps, and/or
you can use snoop or tcpdump or whatever to have a look at what is
actually on the wire.
