You can use whatever different pools you wish, although there may be some NAS 
configuration required.

You shouldn't have to do anything like this. If you allocate an IP address in 
a user record before the AuthBy DYANADDRESS is called, the presence of the IP 
address in the reply will cause the AuthBy DYNADDRESS to do nothing (ie. it 
won't try to allocate an address if there is already one present).
