I must admit that I don't see the connection, but if you want to let anyone in: <AuthBy TEST> would do it for you. If you have SQL accoutning, you could keep it in a <Handler Request-Type = Accounting-Request> and then have the <AuthBy TEST> in a subsequent handler.
