The way to do this is with multiple AuthBy RADIUS clauses with an
AuthByPolicy ContinueAlways in an accounting Handler:
<AuthBy RADIUS>
Identifier Proxy1
.....
</AuthBy>
AuthBy RADIUS>
Identifier Proxy2
.....
</AuthBy>
<AuthBy GROUP>
Identifier BroadcastAccounting
AuthByPolicy ContinueAlways
AuthBy Proxy1
AuthBy Proxy2
</AuthBy>
<Handler Request-Type = Accounting-Request>
AuthBy BroadcastAccounting
</Handler>
