I am not sure what you mean by ISDN in this context, but Radiator can do port
limit checking on just about anything, including maximum number of sessions,
simultaneous use, total number of users by realm, by NAS, by service type,
etc, etc.

resources such as SQL databases, LDAP servers and the like.
