you need to set the SNMP variable
1.3.6.1.3.79.1.1.1.4
to the value 2, with something like:
snmpset your.radius.server.address your_community 1.3.6.1.3.79.1.1.1.4 i 2
Note that this does not actually stop the server, it just rereads the config,
like with HUP.
