Most OSS tools can make RADIUS requests - we use ISM Netcool, even some load balancers like the Alteon AceDirector can make active health checks. If your tool can't make RADIUS requests you could try adapting 'radpwtst' and use that in a script as a testing tool to check if Radiator is running. Also for high availability use 'restartwrapper' included in the Radiator distribution.
