(RADIATOR) Radius problem

I have Radius 2.16.3  running on Solaris. I am receiving an error like this below.
Thu Mar 14 19:21:01 2002: WARNING: Bad authenticator in request from 154.11.89.171 (142.77.233.77)
I have no problems with trace routes. Any ideas ?  Also this problem seem to local to one server.
