It looks to me like your users file is not correctly formatted.

It should look like this:

# users file
# all check items on the first line (no trailing comma)
# reply items on second and following lines

pepe    User-Password = "yoyo"
        Service-Type = Framed-User,
        Framed-Protocol = PPP,
        Framed-IP-Address = 192.168.2.181,
        Framed-IP-Netmask = 255.255.255.255,
        Framed-MTU = 1500,
        Framed-Compression = Van-Jacobson-TCP-IP
