Hi, I had the same problem. A new notification (mail) kept popping into my mailbox almost every 2 seconds. I had to turn of the restartWrapper.
I got the same problem when I tried to use the restartWrapper with BIND 9.2 on my (same) RedHat 7.2 server. I am interested in the solution.
