There is a problem if a client is still online when the DefaultLeasePeriod expires. In general, the DefaultLeasePeriod should be set to a value slightly greater than the longest connection that you will have (perhaps governed by a Session-Timeout reply attribute). And yes the accounting stop packet is used to deallocate the address in any case.
I would have to say however that an IP address allocation for a period of a year does not make sense using dynamic addressing. Long-held connections would more normally use fixed IP addresses.
