Yes, you need the Time check item, but it has to go in the user database as a 
per-user check item, not in the configuration file. You need to add something 
like this to you user database:

mikem   User-Password = "fred", Time = "MoTuWe0800-1610,Wk2200-0400"
        Service-Type=Framed-User,
        ......
