So far this seems to be working, but we'll find out over the long term.

My config line ended up being:

UsernameCharset a-zA-Z0-9_\.\-@&^\x20

We allow spaces in the username to accommodate users who have accidentally added them in their dialup configuration. They get stripped off later in the RewriteUsername section.

BTW - you will sometimes see username and password strings like you show below from modems that have not trained properly and give you rubbish.
