We will need to see a copy of your configuration file together with a trace 4 debug from Radiator showing what is happening.

The most common problem with Cisco equipment is they need at least the following reply attributes:

        AddToReply Service-Type = Framed-User, \
                Framed-Protocol = PPP, \
                ......
