If you are running on a recent Redhat version, see the FAQ item here (and you should also install the latest Radiator patches).

Otherwise there may be a problem earlier in your configuration file.

Is there a syntax change in 3.6?

NB: have you included a copy of your configuration file (no secrets), together with a trace 4 debug showing what is happening?
