You can add these to your current dictionary (and restart radiusd):

VENDORATTR      9       cisco-Policy-Up                 37      string
VENDORATTR      9       cisco-Policy-Down               38      string

Note the spelling with small "cisco-" (for consistency with the other definitions).

These will be included in the next release.
