As mentioned previously I would check the versions of DBI/DBD and perhaps upgrade/downgrade to a version that works correctly with your version of Oracle.

It goes like this:
Accounting-Start DeleteQuery ( acct.del() ) (works) AddQuery ( acct.add() ) (works) -> sends ACK to radius client (radpwtst)
Accounting-Stop DeleteQuery ( acct.del() ) (works) -> doesn't send reply to radius client (radpwtst)
I've looked into the radiator code, but couldn't come up with any difference between the two DeleteQuery statements..

NB: have you included a copy of your configuration file (no secrets), together with a trace 4 debug showing what is happening?
