I installed Strawberry Perl for a RADAR install on a Windows machine and I thought it was easier to work with the ActivePERL and it pulled the updates from CPAN without any issues.

I checked, and it looks like you may want to use ActivePerl with Digipass. XAMPP is fine for many cases, but this is a bit special because of Authen::Digipass requirement. Alexander also mentioned Strawberry Perl on this list earlier today, and that might also be a good option. Unfortunately at this point we do not have installation instructions for it though.
