It depends on what you mean by "cloud storage".

Radiator can use any combination of flat files, SQL databases, and proxying of 
the accounting requests.

In your case it would probably make sense to store a copy of the accounting 
records in flat files on the local machine, plus proxy the requests to an 
instance of Radiator "in the cloud" to store the records remotely as well.
