Yes, the "prepare the screen in advance of a complete search criteria 'feature'" is sometimes (oftentimes?) a bug and not a feature.

Hasn't anyone ever heard of the wisdom :  "If it isn't broke, don't fix it"  ?
 
Guess not, since that adage was popular in the ca 1980 era
and possibly all Google big-wigs weren't born yet.
