"Boys will be boys "might be an excuse if this was about a fraternity  party
at A & M or U of Illinois, etc,  but I don't think that the  Secret Service 
qualifies for such latitude.
 
Maybe they would not be so horny if they were allowed to bring
their mistresses with them on such trips.
 
I'm trying to be funny.
 
But this is not some kind of joke. You'd think that national security
would be regarded as important enough not to make this kind of mess
of things.
