blame for this use is like blaming the auto manufacturer in the

They cannot really tell the government "No," or can they? I suppose they could if they wanted to face IRS audits every year, but who wants that? A politician who portrays himself as "caring" and "sensitive" because he wants to expand the government's charitable programs is merely saying that he's willing to try to do good with other people's money.
