Can someone explain to me what exactly this means? I have been trying to do 
 some research but I can't quite get a grip on it.

It's the idea that the loudest voices don't necessarily need to be on the  
fringes. This goes against much of political science, which says that those 
with  the most radical views will be the most forceful in their views. To 
counter  this, radical centrism is the (novel) idea that effective government 
comes from  compromise, data, and doing what's best for the country, not 
either political  party.
