Radical Centrist Election Reform
 
In any state where voting in primary elections requires
citizens to declare a party preference to determine which
candidate will be nominated, there shall be an option for
Independent Voters to cast ballots for any candidate of
any party. The purpose of this vote is to let political leaders
know the exact preferences of Independents. 
 
The outcome of the Independent Voter balloting would be
non-binding and be advisory only but would send a clear signal 
to political leaders about what the real preferences of Independents 
actually are.  Inasmuch as opinion polling is assumed this could also 
result in centrists (or even Radical Centrists) being more willing to 
seek the nominations of one or other political party, or
lead to the rise of a third party. 
 
This would be good for democracy and is long overdue.
