I think it depends on how you define “culture.” There are a lot of factors that are interrelated: Popular culture Family breakdown Cultural stereotypes Role models Economics Educational history Spiritual strongholds A narrow sense of culture doesn’t explain everything, but there are lots of factors beyond raw native intelligence — if that’s even a meaningful term! I also think the way you framed your premise may not have helped: > 50% of white public school students have the smarts to attend college That implies that getting into college is based on some measurable concept of “smarts”. But what that really means is they have the skills to pass the appropriate tests, rights? And the correlation between that and ‘smarts’ is hardly 100%. There are lots of brilliant people who do terribly in traditional education systems, and thus have low grades and poor test scores.
