Chris: C-Span is now doing a retrospective about the US Senate. Part of the story involves how the Senate functioned in the past.
Basically there have been times when bipartisanship was the way things were done, like WWII, when all foreign policy was essentially bipartisan. This continued, at least more often than not, as far as the Reagan years, but by the 1990s it all fell apart. There has been a caucus (not officially but de facto) of women Senators for maybe 20 years now. They always try to be bipartisan if at all possible. There are 23 women senators as of 2019. Along the way there have been bipartisan bills that have been effective, These come along maybe once every 5 years or so. I'm all for using history to make solid points. But there needs to be some kind of "hook" that ties in history to the here-and-now. Otherwise most people will ignore the idea. Anyway, the suggestion is good, its just finding a way to make it work as a newspaper, viz both hard copy and the Internet. But for the moment I'm not sure this is really going anywhere.
