First, which radio to get depends on what you want to do with it and personal 
tastes.

That being said, a $30 Baofang/Pofung is a pretty safe way to start.  You'll 
have money
left over to buy more radios when you figure out what you want to do with it.

The Baofengs have some warts, some of which have been corrected in later models 
and
or firmware versions.   There is a lot of information on the Miklor site, 
http://www.miklor.com/.

I highly recommend reading the FAQ for a radio model you are thinking of buying
if one is available.  Many radio models have a Yahoo Group (yes they still 
exist ;-)

If you are interested in some semi-detailed analysis of many chinese made radios

Finally one of the best ways to learn about using your radio is to participate 
in
public service events.  Many of the events are for charities such as Diabetes 
and M.S.
Volunteering lets you build your skills while helping the charity in its 
fundraising
efforts.  Small events like walks, 5k's are good first events.  My preference is
the (up to) 100 mile bike tours as there is a lot to do and a number of real 
world
challenges, staffing SAG vehicles, finding lost and/or broken down riders, 
dealing
with valleys where radio and cell communication is hard. etc.
