Safety checks and probably certification (from UL or someone). Batteries exploding is a very very bad thing, and since so many products have had battery recalls in the past few years, the testing is probably getting to be more stringent. (No clue if this is more stringent for Logitech who doesn't want to see "SB blows up, 3 killed" type headlines, or from UL, Insurance companies or governmental bodies...)
