As you mention, that is the correct behavior, the alarm icon should show if there is a scheduled alarm within the next 24 hours. I noticed a similar issue with the OP's when I was using one of the custom clock screensavers... when I turned the radio off and on, it correctly updated the screen (that was a soft off/on, not a full power off).
