It would be more helpful to see iptables -L -v -n, but my guess is the destination is the problem. You're accepting UDP:3483 from anywhere to "hal.home.lan". My guess is that hal.home.lan maps to a specific IP address, so broadcast UDP packets (to port 3483 on 255.255.255.255) are being rejected.
