I don't understand the policy with batteries and Canada, but I do understand bait and switch and that's not it at all. What you describe is all bait and no switch. Bait and switch is the practice of a seller luring customers into the store to buy product X (through incredibly good promotional price or other means), and then once the customer is in the store telling the customer that product X is sold out, or really isn't as good as product Y, and tries to get the customer to buy product Y (hence the "switch"). The idea is that product Y is more expensive and/or higher margin, and once the customer has made it to the store they don't want to leave empty handed.
