Yes SB Radio will run/work without an Internet Connection using SBS and
local files. But there is one big catch, the SB Radio must first to
activated and setup and this unfortunately requires the Internet.

Once setup and the current Firmware downloaded, it will work fine
without the Internet. When it asks to update just scroll down one and
click on Help then press the Home button to get away/out of doing a
Firmware Update.

I forgot to look at what country you are in. If the Hotel doesn't have
WiFi/Ethernet you can use to do the first setup with, try looking for a
hotspot (one that doesn't need a complicated login process if possible)
then once finished go back and hook up to the SBS running on the laptop
and enjoy.
