Yes SB Radio will run/work without an Internet Connection using SBS and local files. But there is one big catch, the SB Radio must first to activated and setup and this unfortunately requires the Internet.
Once setup and the current Firmware downloaded, it will work fine without the Internet. When it asks to update just scroll down one and click on Help then press the Home button to get away/out of doing a Firmware Update. I forgot to look at what country you are in.
