To wipe out empty genres in MP3Tag: Load your whole music collection, and sort it by genre. You can do so by clicking at the genre row. The list should start with the empty ones. Just mark them, and then in the tag panel on the left click remove.
I'm pretty shure this can bescripted in a better way, as Mp3Tag has a highly sophisticated scripting function.
