I do agree the remote & battery should be sold separately. But the remote likely adds only $5 to your Accessory Pack purchase. Kinda like hot dogs being sold ten to a pack and hot dog buns being sold eight to a pack. A minor annoyance and hardly worth getting worked up over. ;)
BTW: Logitech has sold a combo package of the Radio + Accessory Pack (remote & battery) a number of times from $119 to $169.
