It does, it says that Spotify is not available in Estonia at the moment. Although I created my account when I lived in Sweden, later on - when I moved here I upgraded it into Premium to being able to "Take your music abroad". I use my Spotify daily, both on the phone and the computer and it's working great without any problems.
