I don't know of any that will create a music playlist via Explorer's context menu, but there are many that do drag-and-drop. Among the better known are iTunes, Winamp, and foobar2000. I imagine J River Media Center and Media Monkey also have this capability. Note that for SBS to recognize the playlist you have to be able to save/export as a .m3u file.
