It may be accessed outside UK without the iPlayer pluggin if you tune
it manually.

of the Squeezeserver.
I have it saved as a favourite labelled "BBC R3 HD (Direct)"
It works from Cyprus without using my VPN which gives me UK IP address.
If you want to see what a VPN will do for you this works well

iPlayer will work as if in UK, even for TV content
