It's just historical reason. A company called SlimDevices (later bought by Logitech) created slim devices. They were really dumb, had a display (the content was provided by the server) and could play streams (when told so by the server). Classic + Boom still belong to these 'slim' devices. Then came Controller+Radio+Touch running a full Linux, but the architecture stayed the same. Only some extra code on the client was created to account for all possible server problems (i.e. the fallback alarm).
