It's just historical reason.
A company called SlimDevices (later bought by Logitech) created slim
devices. They were really dumb, had a display (the content was provided
by the server) and could play streams (when told so by the server).

Classic + Boom still belong to these 'slim' devices.

Then came Controller+Radio+Touch running a full Linux, but the
architecture stayed the same. Only some extra code on the client was
created to account for all possible server problems (i.e. the fallback
alarm).

The Radio even today does not know what stream to play when its time
for the alarm - that's why it still needs a trigger at the right time
from the server.
