Agreed.  Plus there is the "accelerator" feature where the
longer/faster you spin the big knob the faster it navigates through
very large menus & folders.
This would be awkward at best, if not impossible for the small Volume
knob.

Navigation input is constant, Volume input is infrequent and usually
only involves a few clicks up or down.  For most usage scenarios the
current design seems the most logical.
