LMS will stream video. The issue with the video streaming is that the format of the video file needs to match a video format supported by the device playing it. So if your device doesn't support MPEG4, then trying to play an MPEG4 video file on it will fail. There's no realtime transcoding of video files to change a file from one format to another.
