If you just let the scan be, does it ever finish ? try to not abort it ? Does a new scan start every time you start the computer ? You did not recently reinstalled LMS ? it does scan your local files when you asign a music directory and when you tell it to after adding new music . Maybe you could describe your setup , where is LMS running what OS is on an internel drive or possibly an external USB drive ?
