I know it is an old thread but 'thought there might be more people
getting in to this and searching for help.
I ran few times into this problem on my Touch and attaching to another
WLAN and trying to connect back to the old one using Touch's GUI was not
successful.
So even though this was a originally a Radio thread, here's a tip for
Touch users (I do not know if it is applicable to the Radio as well).
First you (dear advanced users :) ) might want to take a look at :

So (based on this) I did this:
1) attached my Touch to another (temporary) network (it could be
neighbour's WLAN, smartphone's hot-spot...), attached my laptop to that
same network
2) on Touch Settings>Diagnostics>Network and recorded the IP address
3) used putty to telnet/ssh to my Touch and logged in as root
4) typed the following :
wpa_cli LIST_NETWORKS   (so I could see the info of the active
network I was attached to, and this showed the old one as disabled)
wpa_cli REMOVE_NETWORK  -myoldwlan-    (this was to remove my old
WLAN from the list/config)
wpa_cli LIST_NETWORKS   (so I could see the info of the active
network I was attached to, and this showed no more the old network)
wpa_cli SAVE_CONFIG   (so, the new configuration without my old WLAN
was removed)  (at this point the last command showed OK) 
cat /etc/wpa_supplicant.conf    (this showed the content of the
updated config file)
5) rebooted the Touch and let it connect to the temp network, then went
through the standard procedure of scanning for WLANs, selecting my WLAN
and entering (new) pass
This saved me from doing a 'hard' reset.
