Update: I seem to have solved the problem!
I had started an instance of LMS8 on a second PC on the network and that seems to cause the problem. Stopping one of the LMS servers restores the radio to normality. It looks like the Radio was trying to connect to both servers but could not decide which one. I can replicate the problem by starting a second LMS8.
