On the community firmware, which uses -wpa_supplicant 2.9-, we have:

Essentially a NOP as regards reassociation, but will trigger -udhcp- to
renew its lease, for reason mentioned before.

Reason outlined here: -wpa_supplicant — 'ifdown' inhibits ability to
SCAN or REASSOCIATE-

This would not impact 'stock' firmware.
