Just verified on my Touch, shouldn't do it. Also checked with 'off' and indeed it restarts into standby mode as I suspected it would, so I'm not sure why it doesn't work on your Radio. You did mention you were experimenting with the software? Maybe you changed something other to cause it doing a cold boot.
