In the JDT version of Eclipse there is a "Reset Perspective" menu command that does exactly what you want, i.e., once you totally foul up the UI in a perspective you are working in, you just select this and back pops all tabs and what-nots in all their proper places. Just as new. Cool!
I for one would love this feature in RadRails so I just filed a ticket in the RadRails Trac about this (http://trac.radrails.org/trac/ticket/1059).
