Hi Nesreen,
This is probably a couple months too late ... but ... you should be able
to use the Windows version linked from the homepage. You can also likely
compile using mingw and cygwin. Though I haven't done that in a while.
As far as examples go, have a look at the links section on the ragel
homepage.
