Sure.  The version I've used for all my Rails testing so far is at:

Free to download and use for development, not hobbled at all, and no sunset clause. I'm sure it'd have to be for personal use only. AFAIK, you couldn't expose it through a public website -- that's when they start charging the big $$$. The license agreement should spell it out concretely.
