[Rails-core] ActionPack 1.12.3 on RubyForge

The rails gem expects actionpack v1.12.3 but this isn't available on RubyForge for explicit download. Can it be upload pls?

(I happen to be on a site where gem install cannot remotely access the gems, but I can get them explicitly from the RF site)
