This is a deliberate design decision - the left hand side is a primary
navigation element and the right hand side is a secondary navigation element
and what you are seeing is how bootstrap styles those.
In addition the hover colour matches the outline colour which seems reasonable
to me - it would be unreasonable to change it without also changing the outline.
